If they're indeed my gauges, simply right click/More.../Settings and disable "Keep on screen" then again right click/More.../Settings/Display monitor and select "use default:Primary Monitor".
They should not move after that.
It should work with any skin though. I only have 2 monitors so not sure if having a third would change anything, since their position will be relative to the primary monitor my guess is that if somehow the order of your screens changes it could affect their position, just make sure your second monitor is always the second monitor and the third is always the third. The reason we are selecting the primary monitor is because when the other monitors are not plugged/recognized then rainmeter resets the position since those monitors basically don't exist when that happens.
Also, if the problem has more to do with the changing resolution, I can't test that since I don't experience such changes. My bet is on dpi settings or something like that which I personally haven't touched. Right now I'm somewhat busy so I can't test, might do later, but try setting your screen to a fixed resolution or something, I don't really understand how its resolution is changing, that could also be a setting on windows or on your graphics card. My first monitor is 1440p and the second is 4K (zoomed 150% since it's a smaller screen) and no game changes its resolution at all.
